Trade Minister Todd McClay has accused Canada of persistently failing to adhere to its trade agreement obligations regarding dairy products.

Last September, New Zealand successfully brought a trade dispute against Canada for breaching the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) rules, which involved blocking dairy exporters' access to the Canadian market.

Following a ruling in New Zealand's favor by a CPTPP arbitration panel, Canada was given until Wednesday to revise its administration of tariff rate quotas, ensuring fair access for exporters. However, McClay asserts that the changes published by Canada on Thursday still do not meet the requirements outlined in the ruling.

McClay characterized Canada's refusal to fully comply with the CPTPP dispute ruling as cynical, emphasizing New Zealand's unwavering commitment to defending its exporters and upholding free trade agreements.

Expressing disappointment over Canada's failure to meet its legal commitments, McClay reiterated New Zealand's expectation for Canada to honor its obligations in both spirit and substance.

In response, ACT Party trade spokesperson Dr. Parmjeet Parmar condemned Canada's actions as a betrayal of the friendship between the two countries, emphasizing the need for reciprocal and good-faith trade relations. Parmar suggested that if Canada continued to flout its obligations, it should be excluded from the CPTPP agreement altogether.
