87% of Veterinary Laboratories in Kazakhstan Do Not Meet International Standards

The audit conducted by the Supreme Audit Chamber (SAC), which covered the Ministry of Agriculture, its subordinate structures, the Food Corporation, NANOCC, the national holding QazBioPharm, relevant universities, and regional SECs, revealed systemic problems hindering the development of Kazakhstan's agro-industrial complex. The key identified shortcoming is the extremely low level of accreditation of veterinary laboratories: more than 87% of them do not meet international standards.

In addition, 24 out of 101 border checkpoints in the country are not equipped with phytosanitary control. These facts raise serious concerns about the quality and safety of products, as well as potential barriers to exports requiring international certificates.

The audit also pointed out a number of other problems:
*   Inconsistency in development programs: Lack of clear coordination between various strategic documents.
*   Violation of self-sufficiency indicators: The level of self-sufficiency for key products does not reach 80%, and the calculation methodology does not take into account physiological consumption norms.
*   Lack of an automated food stock accounting system: This leads to data unreliability and complicates effective management of food security.
*   Violations in the procurement of veterinary drugs: Cases of procurement procedure violations amounting to more than 396 million tenge were identified.
*   Low scientific intensity of agriculture: The share of spending on science in the agro-industrial complex was only 0.26% of GDP in 2023, which hinders the modernization of the industry.
*   Ineffective planning and use of budget funds: Ineffective planning amounting to 179 million tenge and inefficient use of funds totaling 66.2 billion tenge were identified.

As a result of the audit, measures were taken to recover 4.4 billion tenge into state assets.

The SAC has already developed and sent recommendations to the government and audit objects to eliminate the identified violations.
