In a recent directive, the Delhi High Court has called upon the Municipal Corporation of Delhi (MCD) to consider the involvement of prominent dairy cooperatives such as Amul or Mother Dairy in establishing a milk collection centre at Ghogha Dairy. This initiative aims to provide dairy owners with a stable market for their milk, thereby contributing to the sustainability of the dairy colony.

The court's order comes as part of ongoing efforts to facilitate the relocation of dairy owners from the Bhalswa Dairy colony to the newly developed Ghogha Dairy site in northwest Delhi. The MCD was recently tasked with presenting a comprehensive plan to expedite the allocation of plots in Ghogha Dairy to willing residents of Bhalswa Dairy. As part of this process, the court reviewed the master plan for Ghogha Dairy.

During the proceedings, it was noted that the proposed master plan lacked designated areas for grazing and for the establishment of a cooperative society to manage the daily milk production. The court, led by Acting Chief Justice Manmohan and Justice Manmeet PS Arora, directed the MCD Commissioner to explore the feasibility of involving a cooperative such as Amul or Mother Dairy in the project. This involvement would ensure that dairy owners have immediate access to consumers, enhancing the colony's self-sufficiency.

The court also addressed various applications from residents of Bhalswa Dairy, who are contesting the demolition or sealing of their current homes, fearing displacement without adequate resettlement options. These applications are part of a broader petition concerning the substandard conditions in nine designated dairy colonies across Delhi, including Kakrola Dairy, Goela Dairy, Nangli Shakrawati Dairy, Jharoda Dairy, Bhalswa Dairy, Ghazipur Dairy, Shahbad Daulatpur Dairy, Madanpur Khadar Dairy, and Masoodpur Dairy.

The bench emphasized that the petition’s focus is on the health, hygiene, and safety of Delhi's citizens and the humane treatment of animals, rather than real estate concerns. The court reiterated its commitment to ensuring that the Delhi government and MCD provide the best possible infrastructure at the resettlement sites. This includes grazing areas, biogas plants, sewage and drainage systems, veterinary hospitals, and a fully integrated milk processing plant.

The court's directive underscores the need for a holistic approach to the resettlement and rehabilitation of dairy owners, prioritizing the long-term well-being of both the community and the animals involved. The final layout plan, including provisions for these facilities, is expected to be submitted to the court by August 25.
