Russian Government Expands Khabarovsk PDA for Dairy Farm and Logistics Complex Projects

The Russian government has officially expanded the Khabarovsk priority development area (PDA) to facilitate the implementation of significant new investment projects, including the construction of a large-scale dairy farm and a state-of-the-art logistics complex. This expansion follows a resolution signed by Prime Minister Mikhail Mishustin, as announced by the government’s press service.

The newly designated area encompasses land within the city of Khabarovsk and the Vyazemsky and Lazo municipal districts, strategically selected to support these high-impact projects. The expansion aims to create favorable conditions for investment and infrastructure development in the region.

The investment projects include the construction of a dairy farm and milk processing plant, expected to accommodate 2,400 cows and produce 120 tonnes of milk per day. This initiative, led by Khabarovskoye Moloko LLC, represents an investment of 3.7 billion rubles, with the first phase of the complex scheduled for completion by 2027. Additionally, Logopark DV LLC plans to invest over 2 billion rubles in developing a Class A logistics complex covering 50,000 square meters within the PDA.

The overall implementation of these projects is projected to create approximately 520 jobs and attract over 5 billion rubles in private investments, contributing to the economic growth of the Khabarovsk region.

Khabarovskoye Moloko, established in 2021 and led by CEO Sergei Tsesarenko, is at the forefront of the dairy project. Meanwhile, Logopark DV, owned by Oganes Akopyan, specializes in warehousing and storage, further enhancing the region’s logistics capabilities.
