The agro-industrial complex remains one of the priorities of Kazakhstan's investment policy. State measures include preferential lending, which is used for launching new productions and processing agricultural raw materials.

In the Pavlodar region, investments in the main capital of agriculture over seven months have exceeded 105 billion tenge. By the end of the year, this figure is planned to reach 255 billion tenge. For financing new projects in the agro-industrial complex, 8 billion tenge is provided: 3 billion are allocated for expanding the experience of the North Kazakhstan region, and another 5 billion for investment projects in the industry.

The regional commission is responsible for selecting and supporting projects. When reviewing applications, it considers financial indicators, production capabilities of enterprises, implementation timelines, and prospects for further work. For certain projects, the readiness of infrastructure and the availability of raw materials for future production are also assessed.

One of the region's projects is the construction of an oil extraction plant in Aksu by SPC 'Ertis Agro'. The enterprise will produce sunflower, rapeseed, flax, and safflower oil. The project is supported by JSC 'SPC Pavlodar'; it is named as the first major pilot project of this kind in the region, implemented on the principles of agricultural cooperation.

The project cost is 1.87 billion tenge. Of this, 450 million tenge are the cooperative's own funds, and 1.42 billion tenge are provided in the form of a preferential loan. The plant's launch was initially planned for June 2026 but was postponed due to delays in the delivery of some equipment from China. The source indicates that the reasons for the delay are related to international logistics and circumstances beyond the cooperative's control.

Construction and equipment installation are in the final stages, and commissioning works have begun. Specialists need to test the equipment under load, adjust technological modes, conduct trial raw material processing, and eliminate any potential technical deficiencies. After this, the enterprise needs to reach stable production volumes and organize product sales to generate a steady cash flow for fulfilling loan obligations.

SPC 'Ertis Agro' requested to postpone the start of principal debt repayment to January 2027. The request does not include changes to the loan amount or waiver of obligations. The current rules for financing investment projects in the agro-industrial complex allow for a grace period for principal debt repayment of up to 24 months.

When considering the request, the commission took into account the cooperative's production capabilities, prospects for the new oilseed crop, the state of the elevator, and the enterprise's readiness for launch. JSC 'SPC Pavlodar' and the regional agricultural department supported the adjustment of the schedule. Following the meeting, the first principal debt payment was postponed to early January 2027.
