Lactalis, Nestlé and Six Firms Advance in Mais Leite Saudável
Eight companies received definitive qualification under Brazil’s Mais Leite Saudável programme in an act published by the Special Secretariat of the Federal Revenue of Brazil on September 10th 2026. The measure formalised the fiscal status of investment projects in the dairy sector.
The companies are Lactalis do Brasil, Nestlé Nordeste Alimentos e Bebidas, AM Laticínios, Sibele Alimentos, Indústria e Comércio de Laticínios Vale dos Buritis, Lasaroli Alimentos Indústria e Comércio, Aga Indústria e Comércio, and Comércio e Indústria Emes.
The investment projects belong to the companies themselves, according to the Revenue act. Before receiving final qualification from the tax authority, they were assessed by the Ministry of Agriculture and Livestock, which provided the preceding approval required for the process.
The list includes Lactalis, a multinational dairy group, and a regional Nestlé operation, alongside smaller companies such as Aga, Emes and Lasaroli. All eight reached the final qualification stage during the same administrative cycle.
The Revenue publication also addressed a separate infrastructure measure. EPR Engenharia was jointly qualified for two road projects in Minas Gerais under the Special Incentive Regime for Infrastructure Development. One project covers 454.30 km and is held by Concessionária Rodovias do Sul de Minas; the other covers 627.40 km and is held by EPR Triângulo.
For those road works, the Revenue authority authorised the suspension of PIS/Pasep and Cofins on related goods and services for up to five years from the date of publication. The same act therefore dealt with two fiscal regimes: Mais Leite Saudável for dairy investment projects and the infrastructure incentive regime for the roads.
For the dairy companies, the publication records the completion of the administrative step between project approval by the agriculture ministry and definitive qualification by the Federal Revenue. The decision applies to the eight named companies and their projects under Mais Leite Saudável.
