Ecolean company presented the results of a study of the packaging market in Kazakhstan at AqAltyn

According to the speaker, the Swedish company Ecolean conducted an in-depth study of the packaging industry in Kazakhstan. At the same time, Alexander Obolensky noted that Ecolean’s main clients are Agroproduct and Milk Project.
From 2018 to 2023, Kazakhstan experienced a constant increase in packaging production volumes, which is associated with the growing demand for packaging for products and goods against the backdrop of coronavirus restrictions and the rapid development of online trading and delivery services. Thus, at the end of 2022, about 62.4 thousand tons of packaging materials were produced, which is 1.3% more than a year earlier.
The main share of production is soft polymer packaging (59.0%) and tetra-pack packaging (24.2%). The main volume of consumption falls on the North Kazakhstan (16.1%), Kostanay (13.1%) and Almaty regions (13%).
“In 2022, exports from Kazakhstan amounted to 14.3 thousand tons of packaging, which is 18.2% more than in 2021. Imports last year to Kazakhstan - 35.2 thousand tons of packaging - 9.1% more than in 2021. The volume of imports in the consumption structure in 2022 increased to 42.3%. The main share of imports falls on tetrapack packaging (56.6%) and soft plastic packaging (34.8%),” Alexander Obolensky cited the data.
According to him, in January-July 2023, 28.5 thousand tons were produced, and by the end of the year, production may decrease by 21.7% due to a sharp increase in competition in the packaging market. The main share of packaging materials production in Kazakhstan was accounted for by soft polymer packaging (73.1% in 2022).
The expert said that in 2022, production volumes of two types of packaging decreased: soft polymer packaging and tetrapack. At the same time, the output of cardboard packaging (by 38.4%), plastic bottles (by 29.1%) and glass bottles (by 37.2%) increased significantly. The main volume of imports was tetrapack packaging, which is associated with a large shortage of produced volume in the Republic of Kazakhstan due to the specifics of the raw materials and the complexity of the technology. Soft polymer packaging was in second place in terms of import volume.
Regarding forecasts for the packaging materials market, a representative of a packaging company forecast growth in 2023-2026. The potential capacity of the packaging market by 2026 could reach 97.3 thousand tons. Alexander Obolensky also noted the high level of import dependence of the packaging materials market.
What problems exist in the packaging industry today, according to Ecolean :
Lack of raw materials for packaging production due to rising costs and complexity of logistics routes. Higher cost of domestically produced products compared to imports.
Previously, the bulk of imports of raw materials for packaging were imported through Russia; at the moment this is not always possible.
Rising prices for raw materials due to currency fluctuations. Against the background of the weakening of the ruble, imports of finished packaging from Russia have become cheaper than domestically produced packaging.
As a result, importing finished packaging turned out to be cheaper than domestic production.
Inflation will increase by 17%, according to estimates of the National Bank of the Republic of Kazakhstan, until the end of 2024 and a corresponding decrease in real incomes of the population.
