Kazakhstan and Germany Sign Agricultural Declaration

The document was signed by Kazakhstan's Minister of Agriculture, Aidarbek Saparov, and the State Secretary of the German Federal Ministry of Agriculture, Food and Regional Identity, Markus Schick. The meeting took place as part of the official visit of the President of Kazakhstan to Kazakhstan.

The parties included issues of agricultural policy, mutual trade in food and agricultural products, digitalization, and precision farming in the declaration. The agreement also covers organic farming, phytosanitary control, veterinary issues, and other areas of cooperation.

Representatives from both countries agreed to work on expanding the range of mutual supplies, attracting investments, establishing production in Kazakhstan, and implementing projects with high added value. They discussed separately the promotion of Kazakhstani products in Europe, including potential horse meat exports to European Union countries.

One mechanism for bilateral cooperation remains the Deutsch-Kasachisch Agrarian Political Dialogue, which has been active since 2009. Its sixth phase began in September 2026, with Kazakhstan also considered as a platform for sharing agricultural knowledge and expertise with other Central Asian countries.

Since 2019, Germany has been consulting Kazakhstani enterprises under a project for the sustainable development of dairy production. Over 400 specialists have received training and qualification under this program, which is extended until 2027.

Another focus area is the production of equipment by the German company CLAAS in Kazakhstan. Since the launch of the local project, approximately 2,100 machines have been produced with a total value of about 270 billion tenge. Further priorities include selection and seed production, organic production, digital solutions, scientific research, and technology transfer.

Saparov stated that the countries are transitioning from individual projects to more comprehensive interactions. He said the declaration should serve as a basis for investments, technology exchange, and new joint initiatives; he also proposed creating a working group for promptly addressing emerging issues.

In 2025, the turnover of agro-industrial products between Kazakhstani and Germany increased by 23%, while the export of Kazakhstani agricultural products grew by 38%. In the first seven months of 2026, bilateral turnover added 8.8% annually.
