Ukraine and EU Dairy Associations to Develop Roadmap for Integrating Ukrainian Products

The Union of Dairy Enterprises of Ukraine and the European Dairy Association (EDA) have signed a memorandum of understanding to foster cooperation, ensuring fair and transparent competition, according to Ukrainian media reports citing the Agrarian Policy and Food Ministry's press service.
First Deputy Minister of Agrarian Policy, Taras Vysotsky, highlighted that cooperation between the Ukrainian and European dairy sectors could expedite Ukraine's accession to the EU. "It is crucial for Ukraine to establish equal conditions for producers and provide them with support, akin to the support available in the EU," Vysotsky stated. He noted the government's recent efforts to enhance support for livestock breeding, including dairy producers, under the Affordable Loans 5-7-9% program, which allows farmers to borrow up to UAH 150 million.
State Secretary of the Agrarian Policy Ministry, Viktor Kantsurak, emphasized the importance of establishing enterprises for deep milk processing and the production of value-added products as key drivers of Ukraine's agricultural development.
A joint study conducted by the European and Ukrainian dairy industry associations indicated positive outcomes from the long-term integration of Ukraine's dairy industry into the European market under the Deep and Comprehensive Free Trade Area Agreement (DCFTA). This integration would occur without customs duties, quotas, or other unjustified administrative barriers.
The memorandum outlines joint activities and key areas of cooperation aimed at supporting free trade in dairy products, protecting investment in Ukraine, and facilitating DCFTA and EU accession talks through the European Integration Committee at the Union of Dairy Enterprises of Ukraine.
Ukrainian dairy producers expressed hope for long-term integration into the European market via a common roadmap and announced the creation of a list of "Ukraine's dairy needs" within the EU's Rapid Damage and Needs Assessment under the Ukraine Facility.
The memorandum also initiates a dialogue on integrating the Ukrainian dairy sector into the future EU Common Agricultural Policy (CAP27). "It is vital for Ukrainian dairy businesses to have a clear perspective and for European partners to understand our alignment with European values and principles," stated Arsen Didur, Executive Director of the Union of Dairy Enterprises of Ukraine.
Currently, 50% of Ukrainian dairy companies export to Europe, with 58 companies exporting to Switzerland, and agreements have been signed with China, according to EDA Secretary General Alexander Anton.
