France, the second-largest butter producer in the EU, faced discrepancies such as high water content, low salt levels, and the use of reconstituted ingredients in premium butter during the study, which focused on dairy farming regions including Brittany, Normandy, and Pays-de-la-Loire.

Of the 129 establishments inspected, almost 30% were found to breach various regulations, including misleading product claims and the practice of 're-mixing' ingredients. DGCCRF has issued 30 warning notices as a result of the investigation, mainly related to excessive water usage and labeling discrepancies. The findings emphasize the need for improved regulatory compliance and awareness in the French dairy sector.
