Jim Costa was born on April 13, 1952, in Fresno, California. He has long been a prominent figure in American politics, particularly within the Democratic Party. He graduated from California State University, Fresno, in 1974 with a Bachelor of Arts degree in Political Science.

Prior to serving in the U.S. Congress, he was a member of the California State Assembly and the California State Senate. In 2004, he was elected to the U.S. House of Representatives, where he represents California's 16th Congressional District.
