Uttar Pradesh, India's largest milk-producing state, has made remarkable strides in the dairy sector over the past nine years, now producing approximately 388 lakh tonnes of milk annually. The state accounts for around 16% of India's total milk production, solidifying its position as a leader in the dairy industry.

Policy Reforms and Investment

The Uttar Pradesh Dairy Development and Milk Products Promotion Policy, 2022, aims to transform the state into a significant dairy processing hub. The policy seeks to attract investments of approximately ₹5,000 crore to expand milk processing capabilities and ensure fair prices for producers. Incentives include capital and interest subsidies, stamp duty concessions, and support for cold-chain infrastructure.

Strengthening Cooperative Networks

The Pradeshik Cooperative Dairy Federation (PCDF) has played a crucial role in enhancing the procurement network, connecting village dairy cooperative societies with organized markets. The introduction of electronic milk analysers has improved transparency and accuracy in measuring milk quality and quantity.

Private Sector Participation

Encouraged by the state government, private dairy companies have increased their operations, enhancing competition and offering better prices to farmers. Fiscal incentives and infrastructure support have created a favorable investment climate, leading to improved processing and marketing efficiency.

Breed Improvement and Animal Healthcare

To boost productivity, the government has promoted artificial insemination and cross-breeding programs. Veterinary healthcare services have expanded significantly, with mobile units, vaccination drives, and disease control measures helping to maintain healthy livestock.

Women’s Role in Dairy Transformation

Women have become central to Uttar Pradesh's dairy revolution, managing milk collection centers and cooperatives. Self-Help Groups under rural livelihood missions have facilitated women's entry into dairy farming, enhancing economic empowerment and increasing household incomes.

Future Prospects

The state plans to continue expanding milk processing capacity and promoting export-quality dairy products. There is also a focus on improving indigenous cattle breeds, climate-resilient livestock management, and integrating digital services to support further growth in the dairy sector.
