The Ministry of Economic Development anticipates that by 2029, agricultural production in Russia will increase by 6.3% compared to 2025. The output of food products may rise by 7.4%, while agricultural products could see a 6.2% increase, according to the government forecast.
The Ministry of Economic Development Forecasts a 6.3% Growth in Agricultural Production

The estimates are included in the forecast of Russia's socio-economic development for 2027 and the planned period of 2028-2029, published by the Ministry of Economic Development. According to the document, in 2026, the food production index will be 100.5% of the 2025 level. The production of beverages by 2029 is expected to remain at the current level.

The document notes that the expansion of agricultural production necessitates the search for additional markets: the domestic market is characterized by high saturation for most product categories. State support is aimed at facilitating the access of Russian goods to foreign buyers.

The priority export directions include the countries of Southeast and South Asia, China, the Middle East, and Africa. The main export goods will be products from the grain and oil and fat sectors, as well as fish and seafood.

Livestock and poultry production for slaughter in live weight is forecasted to reach 17.8 million tons by 2029, which is 5.6% higher than the 2025 result. The document states that livestock dynamics will mainly be linked to increased production in the meat sub-complex.

The industry's tasks include expanding the deep processing of meat raw materials, implementing waste-free technologies, strengthening the breeding base, and combating African swine fever and other diseases. Industrial production of meat and by-products may reach 11.3 million tons by 2029, exceeding the 2025 level by 8%.

In the dairy sector, a slight reduction in raw milk production is expected in 2026, partly due to a decrease in livestock numbers. In the medium term, investments, new equipment, technologies, and government support measures are expected to ensure a 3.4% increase in raw milk production by 2029 compared to 2025, reaching approximately 35.3 million tons. The forecast also indicates that expanding the raw material base will enable increased production of dairy products and milk-containing goods with a long shelf life.
