The Ministry of Agriculture returned to the issue of reducing the amount of subsidies on soft loans

A new document has been submitted for consideration, in which the agency proposes to amend the rules for granting subsidies from the federal budget to credit and financial organizations to reimburse their lost income on loans issued to agricultural producers. The DairyNews found out how the document differs from the previously proposed changes, which caused an instant response from industry unions-representatives of the agro-industrial complex.

The previous initiative of the Ministry of Agriculture was canceled in a short time due to the negative reaction from the agricultural community.

Currently, a new draft resolution is posted on the portal of regulatory legal acts. According to the Explanatory Note to the project, it was developed in order to preserve the number of borrowers who received preferential loans achieved in 2021:

‘Due to the limited financial resources provided in the federal budget to support the agro-industrial complex, an increase in the key rate of the Bank of Russia to 8.5% per annum, as well as in the light of the decisions taken to prolong previously concluded preferential investment loans, the draft resolution provides for a reduction in subsidizing the interest rate on previously granted preferential short-term loans (starting since February 15, 2021)., and also planned to provide preferential investment loans (since February 15, 2022) up to 70 percent of the key rate of the Central Bank of the Russian Federation,’ the explanation says.

According to the document, subsidies will be provided to authorized banks under loan agreements concluded:

  • in 2017 and 2018, - in the amount of 100 percent of the key rate of the Central Bank of the Russian Federation effective on the date of conclusion of the loan agreement, and in the case of conclusion of an additional agreement to the loan agreement related to the change in the amount of payment for the use of a preferential short-term loan and (or) a preferential investment loan, - on the date of conclusion of an additional agreement to the loan agreement;

  • from January 1, 2019 to August 31, 2021, - in the amount of 90 percent of the key rate of the Central Bank of the Russian Federation effective on the date of conclusion of the loan agreement, and in the case of conclusion of an additional agreement to the loan agreement related to the change in the amount of fees for the use of a preferential short-term loan and (or) a preferential investment loan, - on the date of conclusion of an additional agreement to the loan agreement;

  • from September 1, 2021 to February 14, 2022, - in the amount of 80 percent of the key rate of the Central Bank of the Russian Federation effective on the date of conclusion of the loan agreement, and in the case of conclusion of an additional agreement to the loan agreement related to the change in the amount of fees for the use of a preferential short-term loan and (or) a preferential investment loan, - on the date of conclusion of an additional agreement to the loan agreement;

  • since February 15, 2022 - in the amount of 70 percent of the key rate of the Central Bank of the Russian Federation effective on the date of conclusion of the loan agreement, and in the case of conclusion of an additional agreement to the loan agreement related to the change in the amount of payment for the use of a preferential short-term loan and (or) a preferential investment loan - on the date of conclusion of an additional agreement to the loan agreement.

While the loan agreement is valid, the amount of the subsidy provided to authorized banks will be calculated:

  • for loan agreements concluded in 2017 and 2018 - based on 100 percent of the key rate of the Central Bank of the Russian Federation, effective on each date of accrual of interest by the authorized bank under the loan agreement;

  • for loan agreements concluded from January 1, 2019 to February 14, 2021, providing for the provision of preferential short-term loans - based on 90 percent of the key rate of the Central Bank of the Russian Federation, effective on each date of accrual by the authorized bank of interest on the loan agreement;

  • for loan agreements concluded since February 15, 2021, providing for the provision of preferential short-term loans - based on 70 percent of the key rate of the Central Bank of the Russian Federation, effective on each date of accrual by the authorized bank of interest on the loan agreement;

  • for loan agreements concluded from January 1, 2019 to August 31, 2021, providing for the provision of preferential investment loans - based on 90 percent of the key rate of the Central Bank of the Russian Federation, effective on each date of accrual by the authorized bank of interest under the loan agreement;

  • for loan agreements concluded from September 1, 2021 to February 14, 2022, providing for the provision of preferential investment loans based on 80 percent of the key rate of the Central Bank of the Russian Federation, effective on each date of accrual by the authorized bank of interest under the loan agreement;

  • for loan agreements concluded since February 15, 2022, providing for the provision of preferential investment loans - based on 70 percent of the key rate of the Central Bank of the Russian Federation, effective on each date of accrual by the authorized bank of interest under the loan agreement.

The main difference from the initiative that the Ministry of Agriculture had previously proposed is the absence of a clause on raising the loan rate from 5 to 7%.

The end date of the public discussion of the new project is February 3.
