Sergey Voskresensky: There are problems with labeling dairy products, but they can be solved

Minister of Agriculture of Moscow region, Sergey Voskresensky, said that at the first stage of the labeling process, it is planned to involve 62 regional enterprises of the dairy industry with a production volume of more than 350 thousand tons per year. 40 such enterprises are registered in the State information system for monitoring goods, writes The DairyNews.

Sergey Voskresensky noted that there are more than 117 dairy enterprises in the region, 61 of which are registered in the State information system for monitoring goods. The volume of output at all enterprises exceeds 1 million tons per year.

According to the minister, the most preferred methods of labeling dairy products at enterprises that fall under the first stage are labeling (65%) and the typographic method (20%). 15% of ice cream and cheese producers in Moscow region use direct application of codes on the lines.

‘Since 2020, the Ministry has been actively working systematically in cooperation with industry enterprises, related to informing about the early readiness of enterprises to introduce mandatory labeling of dairy products, about the relevant activities on this issue, identifying the problems of producers in order to bring them to the federal executive authorities,’ said Sergey Voskresensky.

He added that the region also cooperates with dairy producers and local authorities of Moscow region to ensure registration in the state information system for monitoring the turnover of goods.

‘On a regular basis, meetings are held on the introduction of labeling dairy products by means of identification of certain types, monitoring the readiness of enterprises to introduce labeling for each specific type of dairy products is carried out,’ said the Minister of Agriculture of Moscow region.

Sergey Voskresensky confirmed that as a result of the introduction of labeling, there are such problems as an additional financial burden on manufacturers, an increase in the cost of finished products; changes in the delivery time of equipment, which also occurs in printing houses.

‘The readiness of 6 packaging printing plants is not sufficient to meet the demand from the food industry. In addition, when the codes printed on the packaging on high-speed lines are not read, the finished products have to be sent for disposal. Separately, we can highlight the requirements put forward by retail organizations for dairy products that are subject to mandatory labeling by means of identification,’ said Sergey Voskresensky.

He believes that these problems can be solved by developing rules for providing state support to enterprises that implement labeling, as well as by using individual integrators to work out solutions for the introduction of labeling equipment with each enterprise.

‘In addition, the problems of labeling can be solved if a transition period is introduced until September 1, 2021, within which the possibility of turnover of both labeled products and non-labeled products will be provided. This transition period will allow enterprises to implement the labeling system in full without the risk of suspension of their activities. It is also necessary to hold specialized meetings with representatives of retail chains in order to minimize the additional burden on dairy producers,’ concluded Sergey Voskresensky.
