Russian Court Confiscates Assets Worth 1.5 Billion Rubles Linked to Alexey Klevtsov
The majority of the valuation consisted of land plots and real estate assets. The cadastral value of the land reached 793.2 million rubles, while the buildings, structures, premises, and unfinished projects on these plots amounted to 380.7 million rubles. These assets were associated with Kuren, Polarnaya Zvezda, and several individuals in the case materials.
Alexey Klevtsov was a founder of Kuren since 1999. By 2008, he owned 68.25% of the company, and by 2024, his share increased to 100%. In 2008 and 2011, the firm acquired two land plots with a total area of about 11.5 thousand square meters.
The court separately examined the assets of the Polarnaya Zvezda collective farm. Yuri Averin headed the cooperative from 2008 to 2022, with Irina Pishchikova assuming leadership in 2023. Evgeny Klevtsov took over the role in February the same year. In 2020, the cooperative obtained a lease for a plot measuring 101,666 square meters; an additional plot of 2,300 square meters was acquired as property.
According to the ruling, Irina Pishchikova acquired members' land shares using interest-free loans provided by the cooperative, concentrating 60.66% of its charter capital. Valery Skurishin also purchased shares, which were then leased to Polarnaya Zvezda. The court noted that Averin used the cooperative's equipment to farm his own land. The fish farm, previously owned by the cooperative, was first sold to Skurishin and later to Alexander Prikhodko; part of Averin's assets was transferred to Alexander Averin after his death.
The cooperative's balance sheet listed 1,192 heads of cattle valued at 159.5 million rubles. Agricultural machinery was valued at 149.9 million rubles, and the list included Kirovets, Belarus, MTZ, Rostselmash, New Holland, Case, Zoomlion, and Jacto machines. Transport registered to individuals included vehicles belonging to Valery Skurishin worth 7.8 million rubles, Alexander Averin's machinery and equipment valued at 19.75 million rubles, and four vehicles belonging to Alexander Prikhodko worth 5.35 million rubles. Kuren owned a ZIL-131 from 1984, valued at 500,000 rubles, while Evgeny Klevtsov owned an Audi A4 from 2008, valued at 940,000 rubles.
It was also ordered to confiscate 100% of shares owned by Alexey Klevtsov Jr. in PJSC VTB Bank, JSC T-Bank, and JSC Alfa-Bank. Income from these securities from 2020 to 2025 amounted to 2.617 million rubles. Additionally, the court's decision included the apartment of Evgeny Klevtsov, which, according to case documents, was purchased with funds transferred to him by Alexey Klevtsov; the apartment's address is redacted in the published document.
The lawsuit was filed by the prosecutor of the Stavropol Territory in the interests of the Russian Federation, represented by the territorial administration of Rosimushchestvo. The court determined that, while holding the position of head of the Kochubeyevsky district, Alexey Klevtsov was involved in management of Kuren and Polarnaya Zvezda personally, through relatives and trustees, which contradicted anti-corruption legislation. The decision has been appealed and is under review in an appellate court.
