Russia Authorizes Import of Livestock Products from Specific Regions of Kazakhstan

The Russian Federal Service for Veterinary and Phytosanitary Surveillance has amended the previously existing directive dated January 12, 2022, No. FS-ARe-7/4188-3. From September 25, 2026, the agency has permitted the import into Russia and transit through its territory of livestock products from animals susceptible to foot-and-mouth disease, as well as animal feeds and feed additives.

This permission does not apply to the entire territory of Kazakhstan but to specific administrative units. The document names the East Kazakhstan, Abay, Zhambyl, Turkmenistan, Almaty, Kyzylorda regions, and the Zhetisu area as eligible.

The movement of products from these territories is allowed through checkpoints located in the Altai Krai. The list also includes the 'Petukhovo' road checkpoint in the Kurgan region, the 'Bugristoe' checkpoint in the Chelyabinsk region, and the 'Sagarchin' checkpoint in the Orenburg region.

The decision is formalized in a document by the Federal Service, as seen by the TASS agency. It specifically mentions three categories of allowed cargo: livestock products from animals susceptible to foot-and-mouth disease, animal feeds, and feed additives.

Prior to the change in regulation, the Russian agency had communicated with the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of Kazakhstan. In February 2026, the Federal Service requested a partial suspension of certification for live animals and livestock products obtained from foot-and-mouth susceptible animals from certain territories in Kazakhstan.

The new measure regulates the possibility of import and transit through Russian territory for goods from the specified Kazakh regions. The published document does not provide information on the allowed volume of movement, specific suppliers, or the duration of the new regulation beyond the date it takes effect.
