Residents of Irkutskaya oblast Begin Receiving Compensation for Livestock Due to Dermatitis

The start of payments was announced by the mayor of Irkutskaya oblast, Leonid Frolov. The compensations are aimed at owners of large and small cattle, as well as pigs, which were removed following the detection of infectious nodular dermatitis. Residents of seven settlements in the oblast are receiving these payments.

The amount of municipal compensation is calculated based on the live weight of the animal. Owners receive 79.4 rubles per kilogram for cattle, 92.01 rubles for small cattle, and 60 rubles for pigs. Allocation is automatic based on the Irkutskaya oblast veterinary service registries; individual applications, as noted by the mayor, are not required.

Previously, owners were already allocated funds from the Irkutskaya oblast reserve fund. The regional compensation amounts to 224.6 rubles per kilogram of cattle, 308 rubles per kilogram of small cattle, and 190 rubles per kilogram of pigs. Taking into account municipal compensation, the total for cattle reaches 304 rubles per kilogram. For a cow weighing 450 kg, this results in compensation of 136,800 rubles according to the cited calculation.

Apart from payments for the weight of the destroyed animals, each family that lost livestock receives a one-time financial aid of 15,000 rubles through social protection. Leonid Frolov described the municipal payments as an additional measure of support for residents.

The state of emergency and quarantine related to the disease spread began to be implemented in settlements in Irkutskaya oblast on September 4. The first cases were registered in the villages of Butyrki and Koty. From September 21, these measures are in place in the villages of Koty, Butyrki, Turskaya, Pozdnyakova, Shiryayevo, Moskovshchina, and Zakhal, as well as in the village of Khomutovo. The first seven settlements are part of the Irkutskaya oblast, while Zakhal falls under the Zakhal municipal formation in Ekhirit-Bulagatskiy rayon.

As of September 22, regional payments for livestock destroyed due to dermatitis have been made to 55 owners. The total amount has exceeded 36 million rubles. Irkutskaya oblast includes 85 settlements, grouped into 21 administrative districts; it is home to about 172,000 people. The Oyekskiy, Khomutovo, Shiryayevo, and Urikovskiy administrative districts are located in the suburban area of Irkutsk.
