Nadezhda Shkolkina told what hinders the development of the dairy industry

The current situation in the dairy market is causing concern due to a decrease in the production of commercial milk, livestock and its productivity, as well as an increase in the administrative burden on the industry. Deputy Chairman of the State Duma Committee on Agrarian Issues Nadezhda Shkolkina (United Russia) stated this at a round table meeting in the State Duma on measures of state support for the development of the dairy industry.

Today it is important to outline further steps for the development of the dairy industry, including increasing the volume of domestic milk production and reducing dependence on imported milk, believes the deputy. As Shkolkina noted, the dairy industry has really been showing positive development rates lately, and this is evidenced by the data of the previous year.

‘But, despite all the positive trend, we have not yet reached the indicator laid down in the food security doctrine, and we still import about 7 million tons of dairy products,’ the politician said.

This situation, in her opinion, certainly needs to be changed. However, at the same time, the export potential of the dairy industry is also starting to develop a little, notes the politician. ‘Today we export about 1 million tons, and not only to the post-Soviet countries, but already to the USA and China,’ Shkolkina said. This became possible, among other things, due to state support measures — a preferential fixed interest rate on loans and capexes (compensation for direct capital expenditures on construction and modernization of agricultural facilities. - Ed.), she believes.

‘These measures have made it possible to improve the financial condition of agricultural producers and put into operation, according to data for the last four years, more than 480 new facilities and reconstruct about 250 dairy farms,’ the deputy said.

At the same time, the current situation in the dairy market is of some concern, she also noted. Among the reasons are a decrease in production of commercial milk, livestock and its productivity, as well as an increase in the administrative burden on the industry.

‘The increase in the administrative burden has been particularly noticeable recently in connection with the strengthening of control over livestock waste and the upcoming green agenda,’ Shkolkina said. The deputy invited the participants of the round table meeting to outline further steps for the development of the dairy industry. Following the meeting, recommendations to the authorities will be adopted.
