Konstantin Sinetsky: Classification of dairy enterprises to the first category of danger is an excessive administrative barrier

Konstantin Sinetsky, General Director of the Southern Dairy Union, believes that the classification of dairy enterprises as Category I objects that have a significant negative impact on the environment and relate to the areas of application of the best available technologies was an excessive administrative barrier.

‘Many managers of the dairy industry saw this problem from the inside and constantly talked about it over the past years. Thus, the resolution of 2018 at the All-Russian scientific and Practical conference "Quality of innovative and traditional dairy products is the key to consumer confidence" was adopted by a unanimous decision of the conference participants that this issue requires mandatory review. In turn, many managers of milk processing enterprises were aware that for most enterprises this problem would be insurmountable, - said Konstantin Sinetsky.

He also reminded that, in accordance with the signed decree of the Government of the Russian Federation dated December 31, 2020 No. 2398 "On approval of criteria for classifying objects that have a negative impact on the environment as objects of categories I, II, III and IV", if enterprises are connected to central treatment facilities, they automatically move to a lower class - in category II.

‘It turns out that not all enterprises need to build their own treatment facilities, since a huge number are already connected to the central treatment facilities. These are mainly small and medium-sized enterprises,’ the expert noted.

At the same time, he added that if the enterprise is autonomous and carries out water disposal independently, then the first class of danger remains with it. In this regard, such producers are obliged either to build their own treatment facilities, or to introduce the best available technologies, lowering the category of the object and proving that they do not have harmful waste, including whey.

“At the same time, it is very important to note and say with responsibility that changes have taken place, and we have been heard. The role of the Southern Dairy Union and the role of Soyuzmoloko, in particular Artem Belov, who participated in the working groups on this decision, is obvious. He also added that in the dairy industry, along with the introduction of new environmental requirements, numerous state initiatives are being put into effect, which require additional significant financial investments from milk processing enterprises.

‘These are: the State information system "Mercury" of the Rosselkhoznadzor, mandatory digital labeling of the Ministry of Industry and Trade, changes in legislation on sanitary protection zones of enterprises. At the project stage, changes in TR CU 021 regarding the rationing of about a hundred antibiotics and so on. All this will also significantly affect the cost of finished products,’ reminded the General Director of the Southern Dairy Union.

Just to remind, the Cabinet of Ministers simplified the transition of dairy enterprises from the first to the second category of danger. Resolution No. 2398 entered into force on January 1, 2021 and will be valid until January 1, 2027. We wrote about this earlier.
