HoReCa and social sphere are ready for labeling – Ministry of Agriculture of Tver region
The Ministry reminded that at present it is possible to work simultaneously in two systems in a single window mode. For this purpose, the Ministry of Agriculture of the Russian Federation and the Rosselkhoznadzor of the Russian Federation approved options for integrating manufacturers with two systems "Mercury" and "Honest Mark".
According to the representative of the Ministry, this system is based on linking the labeling codes with the identifier of the production veterinary accompanying document and fixing in it the labeling of each tracked movement of goods on the basis of an electronic universal transfer document.
‘Therefore, all participants, including social organizations, enterprises operating in HoReCa segment, and consumer market facilities, are ready to work in the above-mentioned information systems,’ noted in the Ministry.
The Ministry added that all economic entities are registered in the Federal Information System "Cerberus", which displays information about the company, the type and form of activity, as well as information about the control and supervisory measures carried out in relation to the economic entity.
‘Currently, the Ministry of Agriculture of Tver region, together with the Ministry of Industry and Trade of Tver region, is continuously working with enterprises, on a regular basis, video conferencing is held with the participation of federal ministries and departments. The operator of CATD "Honest Mark" implements training seminars on registration issues, provides step-by-step instructions on the stages of labeling. Currently, additional work is being carried out with small businesses to prepare their production facilities for the labeling campaign,’ said in the Ministry.
The Ministry also added that due to the fact that the introduction of mandatory digital labeling for a number of commodity producers means large financial costs, the Ministry of Agriculture of the Russian Federation has introduced a target code of preferential lending for the purchase and application of labeling codes for certain types of dairy products, as well as for the support of hardware and software for the purpose of labeling by means of identification of certain types of dairy products.
‘According to the Decree of the Government of the Russian Federation No. 1628 of December 29, 2016, this support measure can be used by agricultural producers, organizations and individual entrepreneurs engaged in the production, primary and subsequent industrial processing of agricultural products and their sale, at a preferential rate,’ concluded in the Ministry of Agriculture of Tver region.
