Authorities of Krasnodar Region Implement Additional Support Measures for Farmers
According to Veniamin Kondratyev, earlier in 2026, 6 billion rubles were allocated to support the region's farmers. The governor stated that this sum proved insufficient after the harvest of a large grain crop. One of the issues he mentioned was the limitations in port operations, which hindered product sales.
The declared state of emergency aims to assist farming operations and ensure the continuation of sowing activities. Kondratyev announced that an additional package valued at around 5 billion rubles is planned at the regional level. The decision was announced during a meeting between the regional head and farming community representatives.
According to the governor, the Ministry of Agriculture of Russia is considering additional per hectare payments to offset winter crop sowing costs. The payment could be about 3,000 rubles per hectare. The Krasnodar Region is also introducing a similar subsidy for farmers and small agricultural enterprises.
The Regional Microfinance Fund will be recapitalized, allowing small and medium-sized farms to receive preferential loans up to 5 million rubles, with an interest rate of 0.1% per annum. Additionally, farmers will be granted a 12-month deferral on existing obligations to the fund, as well as on land lease payments. Kondratyev mentioned that these measures are ready for implementation.
At the federal level, the proposals from the Krasnodar Region regarding the abolition of export duties and the introduction of a moratorium on farmer bankruptcies have been supported. The region will also be included in the program to subsidize railway transportation of agricultural products. Previously, RBC Krasnodar reported that the grain and leguminous crop harvest in the region for 2026 could be at least 13 million tons in standard weight, which is 12.1% more than the previous year's yield of 11.6 million tons.
